In September 1980, Walker approached a trio of high school students who were skipping school, falsely identifying himself as an off-duty police officer. He coerced them into his car and attempted to assault one of the girls but ultimately let them go. While incarcerated at the now-closed Southern Michigan Institution in Jackson, Walker paid another inmate to kill 40-year-old Daniel A. Staggs, who was serving a life sentence for armed robbery. Walker was released from prison in June 1993 but was back behind bars by December 1994, following an arrest for sex crimes in Wayne County.
