The first suspected victim, Willard Edward Judd, was a 27-year-old oilfield worker whose body was found on August 10, 1980, along the banks of the North Platte River, approximately 20 miles from Casper, Wyoming. Wayne Leigh Rifendifer
On August 19, 1981, the body of Wayne Leigh Rifendifer, a 30-year-old hitchhiker, was discovered in a wooded area near Jersey Shore, Pennsylvania, about six miles off I-80. Investigators later found that Rifendifer had previously resided in Bridgeport, Connecticut, and had been traveling cross-country. His case added another layer of complexity to the emerging pattern.
Marty James Shook
Fast forward to June 14, 1982, when the mutilated body of Marty James Shook, a 21-year-old hitchhiker, was found by a fisherman in Daniels Pass, Utah. Shook had last been seen alive two days prior in Sparks, Nevada. Eyewitness testimony suggested that a mysterious young woman with blond hair had been seen near the area where his body was discovered. This unidentified woman, also described as a hitchhiker, has been floated as a potential suspect, but her identity remains a mystery.

Jack Franklin Andrews
The final confirmed victim in this series was Jack Franklin Andrews, a 26-year-old with a lengthy criminal record. His dismembered remains were discovered on November 26, 1986, near Litchfield, Connecticut. After being murdered, Andrews was castrated and mutilated—his legs and head severed from the torso. Remarkably, Andrews was identified through DNA fingerprinting, offering a glimmer of hope in an otherwise bleak investigation.

The investigation took a significant turn in November 1989 when forensic ballistic analysis established that both Rifendifer and Shook had been shot with the same .38 caliber revolver, possibly manufactured by Charter Arms. Given that the victims were found near truck routes, investigators speculated that the killer might be a truck driver or a door-to-door salesman. This led to a request for the FBI to create a psychological profile of the offender.
In 1991, FBI agent Terry Green, then-director of the Violent Criminal Apprehension Program (VICAP), commented on the lack of similar killings after 1986, suggesting the suspect was likely deceased, imprisoned for another crime, or had fled the country.
In a bizarre twist in the 2000s, law enforcement arrested a resident of San Francisco when they discovered a can of preservative fluid in his home containing a severed human scrotum. Though the remains were sent for examination in hopes of extracting a tissue sample, the long-term preservation methods rendered DNA extraction impossible. A forensic pathologist later concluded that the scrotum did not belong to any of the known victims, leaving the investigation at a standstill.
Despite the passage of time, these murders remain unsolved and are considered cold cases, haunting investigators and families alike.
